The interrelationships between democracy, human rights and social, economic and political development are undeniable. Numerous reports have highlighted the fact that democracy (rights of public participation in particular) and human rights are key factors in a coherent and comprehensive development policy.

Indeed, many development cooperation initiatives implemented by international organisations, states and public bodies have focused either on establishing measures that set the beneficiary countries on the path to democracy, or on expanding the means of participation by civil society in the processes of public deliberation.

Democratic countries in the developed world have also maintained close collaboration links – political, institutional and academic – with other countries starting out on the road to democracy, sharing the knowledge and practices of their democratic processes, political institutions and models for political participation in order to assist the reception, implementation and subsequent development of democracy and other values such as liberty, equality, pluralism and basic rights.

As a result, at the Development Cooperation and Solidarity Office and the International Cooperation and Solidarity Advisory Committee, which are both part of the Universitat Jaume I Office of the ViceRector for International Relations and Cooperation, we felt it was appropriate to dedicate this 2nd International Congress on Development Cooperation and Solidarity, which is also our 15th Conference on International Cooperation and Solidarity, to considering the interrelations between democracy,Human Rights and development. We also decided to do this with our university’s specialists in the field, the Universitat Jaume I human rights research group.
